VNA/VNS Photo</td></tr></tbody></table></figure>Over the past year, Việt Nam’s rice exports have unfolded against a backdrop of heightened volatility in global markets, marked by intensifying competition and rapidly shifting import policies among key consuming countries.Despite mounting headwinds, the sector has managed to maintain its strategic role in the global food supply chain.As the industry moves into 2026, however, fresh challenges are emerging, demanding more proactive and adaptive strategies from both policymakers and the business community.Holding groundAccording to estimates from the Ministry of Agriculture and Environment, Việt Nam’s rice exports reached around 8 million tonnes, reaffirming the country’s position as one of the world’s leading rice exporters, second only to India and, at times, surpassing Thailand.Yet while export volumes remained robust, export earnings and prices recorded a sharp decline.During the first 11 months of 2025, Việt Nam shipped more than 7.5 million tonnes of rice, generating approximately US$3.8–3.85 billion in revenue, down nearly 28 per cent year-on-year from the record performance seen in 2024.Average export prices fell by almost 20 per cent, significantly eroding revenues despite stable shipment volumes.The downturn largely stemmed from rising global supply amid subdued demand.More notably, several of the country’s traditional import markets simultaneously scaled back purchases.The Philippines, Việt Nam’s largest rice consumer, abruptly suspended imports in an effort to protect domestic production, leading to a sharp contraction in shipments.Meanwhile, Indonesia and Malaysia also significantly reduced import volumes.Preliminary figures show exports to Indonesia plunging by nearly 96.4 per cent, while shipments to Malaysia declined by 32.5 per cent compared to the same period last year.Phan Văn Có, marketing director of Vrice Rice Co Ltd, said that although export volumes broadly met targets in 2025, the steep fall in prices triggered widespread repercussions.While the company achieved over 90 per cent of its planned export volume, export values dropped sharply compared to 2024.In the second half of the year, particularly after news of the Philippines’ import suspension, rice prices declined by more than 30 per cent from early-year levels, leaving many firms that had procured stock early facing heavy losses.According to Có, the absence of clear import plans for 2026 from traditional markets such as Indonesia, Malaysia and the Philippines has pushed rice trading into a holding pattern.Export volumes to these destinations fell by around 15–20 per cent, forcing many businesses to scale back operations.Beyond price and market pressures, enterprises also encountered procedural and cost-related hurdles.Delays in issuing certificates of origin have recently caused significant disruption.Some consignments arriving at European ports have been unable to clear customs due to missing documentation, compelling exporters to absorb high storage and port fees and further straining cash flow.Sharing a similar view, Nguyễn Vĩnh Trọng, sales director of Viet Hung Rice Co, said 2025 was a year of intense adjustment as enterprises struggled to maintain operational stability.Thanks to market diversification, the company largely met its volume and value targets.However, reduced demand from major buyers such as the Philippines and Indonesia placed considerable pressure on exporters, forcing them to pivot to alternative markets.Trọng noted that the 2025 context prompted businesses to abandon volume-driven strategies in favour of risk management.With prices depressed and supply abundant, contracts were signed only when profitability could be assured. VNA/VNS Photo</td></tr></tbody></table></figure>Mounting pressureLooking ahead, both experts and industry players expect Việt Nam’s rice exports in 2026 to face continued headwinds, particularly from persistent oversupply, fierce competition and limited prospects for price recovery.Against this backdrop, diversifying markets, shifting towards higher-quality segments, developing low-emission rice and strengthening branding are widely regarded as critical pathways for sustaining competitiveness and long-term growth.The outlook for 2026 has been further clouded by Indonesia’s announcement that it will not import rice next year, covering both consumption and industrial uses.Phạm Thế Cường, Việt Nam’s trade counsellor in Indonesia, said the country’s rice output in 2025 was expected to reach nearly 34.8 million tonnes, with reserves potentially rising to 6 million tonnes after the early-2026 harvest — the highest stockpile level recorded in many years.This development left little room for Vietnamese rice in the Indonesian market, pushing exporters to focus on premium segments such as fragrant, organic and specialty rice, supported by more systematic and long-term market-entry strategies.Meanwhile, prospects for the Philippines reopening rice imports from January 2026 remain uncertain, particularly as local farmers face losses due to low prices and are calling for the reinstatement of a 35 per cent import tariff.Có cautioned that even if the Philippines resumes imports, limited quotas would trigger intense competition.Thailand currently enjoys ample supply and more flexible trading terms, exerting strong pressure on Vietnamese rice in both pricing and payment conditions, according to Có.Strategic recalibrationIn 2026, many exporters are expected to continue adopting cautious export strategies, prioritising profitability over volume.The Middle East has emerged as a key destination with relatively stable demand, while Africa remains a promising but challenging market due to high logistics and input costs.High-end markets such as Europe, Japan and the United Kingdom offer room for growth but impose stringent requirements on residue control, phytosanitary standards and traceability, posing significant compliance challenges for exporters.Nguyễn Vĩnh Trọng forecast that exports to the Philippines and Indonesia would remain constrained in 2026, but saw encouraging signals from markets such as mainland China, Hong Kong, Malaysia and Africa, where demand is expected to stay steady.Overall export volumes for the sector could still reach 7.5–8 million tonnes, broadly in line with 2025 levels.In addition, the National Assembly’s recent approval of amendments to the Law on Value Added Tax, addressing bottlenecks in VAT refunds, is viewed as a positive development for businesses ahead of the new crop season.“Restructuring export markets and product portfolios is essential to reduce reliance on a handful of traditional destinations,” Trọng said.“In our 2026 plan, we will continue focusing on established markets such as mainland China, Africa, Hong Kong, Singapore and Malaysia. Alongside bulk shipments, we are gradually building our own brand, although persuading partners to distribute Vietnamese-branded rice requires a long-term vision, persistence and substantial investment.” VNS

VNA/VNS Photo</td></tr></tbody></table></figure>After nearly four decades of đổi mới (renewal)and a steady deepening of global integration, Việt Nam is seeing the long arc of its trade journey come into clearer focus, as expanding cross-border exchanges last year lifted the country into the ranks of the world’s top 15 trading economies, with total imports and exports estimated at US$920 billion.International trade has long been a central growth engine for the economy and is increasingly viewed as a foundation for sustainable development in the years ahead.Since joining the World Trade Organisation in 2007 and engaging actively in next-generation free trade agreements, Việt Nam has steadily expanded its footprint in global markets.By 2025 Việt Nam had trade relations with more than 230 markets and had signed 17 FTAs with 65 economies, placing it among the most active participants in bilateral and multilateral trade frameworks.Economists note that new-generation FTAs, with their deep and comprehensive commitments, have played a critical role in expanding market access, supporting institutional reform and strengthening national competitiveness.Professor Võ Xuân Vinh, director of the Institute for Business Research at the HCM City University of Economics, said agreements such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the EU–Vietnam Free Trade Agreement and the Regional Comprehensive Economic Partnership had helped Việt Nam expand export markets while strengthening its position in global supply chains.The textile and garment industry is a clear example of effective FTA utilisation.According to Vũ Đức Giang, chairman of the Việt Nam Textile and Apparel Association, FTAs have enabled the sector to diversify export markets and reduce reliance on a limited number of them.Vietnamese textile and garment products are now exported to 138 countries and territories, supported by rapid adaptation to new sourcing models and increased investment in technology and automation.In 2025 textile and garment exports were estimated at $46 billion, up 5.6 per cent from 2024.The sector also recorded a trade surplus of around $21 billion, its highest ever, reaffirming its role as a key pillar of the nation’s trade.Overall trade in 2025 was estimated at $920 billion, up 16.9 per cent, equivalent to an increase of $133 billion, from the previous year.The result highlights the country’s rising stature in global trade and its growing capacity to integrate into international production and supply chains.At the Global Sourcing Outlook 2025 seminar held in HCM City in November, Global Sources, a Hong Kong-based sourcing platform, identified Việt Nam as an emerging hub in global supply chains, citing its manufacturing capability, skilled workforce, stable investment environment, and extensive FTA network linking it to major markets in the United States, Europe, Japan and the Middle East.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/1/15/476209_CH4.jpg" alt=""></figure></td></tr><tr><td>Technicians check product quality at a textile and garment factory, reflecting efforts to raise domestic value added and strengthen Việt Nam’s position in global supply chains. VNA/VNS Photo</td></tr></tbody></table></figure>Shifting the modelBut despite the strong export performance, experts caution that traditional growth drivers such as low-cost labour, abundant natural resources and large inflows of foreign direct investment are gradually reaching their limits.So Việt Nam needs to identify new growth engines to sustain competitiveness and improve the quality of economic expansion.Exports remain one of the economy’s three main growth pillars, alongside the domestic market and public investment, but economist Trần Du Lịch has pointed to the long-standing structural challenge of low domestic value added in exports.While the economy has maintained growth of around 8 per cent despite global uncertainties, the share of locally sourced inputs remains modest, limiting the value retained within the economy.Current estimates suggest domestic value added accounts for only about 36.6 per cent of exports.Experts stress that the priority should shift from rapid expansion in export volumes to improvements in indigenisation and value creation.Raising the ratio to 40 per cent or even 50 per cent would provide a stronger foundation for the next development phase and support the growth of domestic enterprises, they say.Adding more valueFrom a sectoral perspective, the cashew industry illustrates both opportunities and constraints.Exports reached $4 billion in 2024 and are expected to exceed $5 billion in 2025 for the first time. But domestic supply of raw cashew meets only around 10 per cent of demand, leaving the sector heavily dependent on imports and increasingly exposed to processing competition from African suppliers.In contrast, the textile and garment industry has made notable progress in raising domestic value added.In 2025 the indigenisation rate reached 52 per cent, driven by investments in fabric production, dyeing, renewable energy, and circular wastewater treatment systems.These efforts are essential to meeting the strict rules-of-origin requirements in next-generation FTAs.Looking ahead, the industry is pursuing a strategy centred on green and digital transformation, aiming to lift indigenisation to 60 per cent and export revenues to $64.5–65 billion by 2030 and maintain average annual growth of 6.5–7 per cent.If realised, this approach would help ensure international trade continues to serve as a resilient and sustainable driver of Việt Nam’s economic growth. Digital transformation has become a core method for national governance and administration.At the same time, the postal sector maintained strong growth, handling 4.2 billion items, up 27 per cent&nbsp;year-on-year, with revenue reaching VNĐ87 trillion, a 19 per cent&nbsp;increase.In telecommunications, 5G coverage surpassed 90 per cent&nbsp;of the population, while fixed broadband speeds reached 271.95 Mbps, placing Việt Nam among the world’s top 10. This contributes to improved regulatory effectiveness, food safety assurance, and stronger credibility for Vietnamese agricultural products.Speaking at the ceremony, Minister of Agriculture and Environment Trần Đức Thắng stressed that amidst increasingly intense competition, the value of agricultural products lies not only in output volume but also in quality, transparency, and traceability.The launch is therefore a necessary step to help enterprises, cooperatives, and farmers access digital technology more conveniently and at lower cost, thereby improving market connectivity, expanding exports, and meeting the increasingly strict requirements of high-end markets.According to Minister Thắng, the system consists of three main components: a traceability interface for consumers, farmers, and enterprises involved in production and supply; a system for solution providers to update agricultural origin data; and a platform for state management agencies to supervise and trace products.Traceability is not merely a technological solution but also a modern management tool that helps prevent trade fraud, counterfeit and substandard goods, while promoting sustainable and responsible agricultural production and increasing product value. Its establishment and operation also contribute to gradually building a data-driven agricultural production culture based on innovation and standardisation, in line with Resolution 57-NQ/TW on science, technology development, innovation, and national digital transformation.In the overall picture of agricultural exports in 2025, fruits and vegetables continued to be a standout growth segment, reflecting strong production potential, improving market adaptability and significant room for export expansion.According to the Vietnam Fruit and Vegetable Association, export turnover for the sector in 2025 is estimated at about US$ 8.59 billion, up nearly 20 per cent compared with 2024. However, alongside opportunities, the sector is also facing new technical barriers, particularly stricter requirements on production unit codes, traceability, residue control, and food safety.According to the organising committee, the durian traceability pilot will be implemented in an integrated manner, including management and operation of the data transmission hub and query portal; establishment of technical support focal points and a hotline; and coordination with relevant units of the Ministry of Public Security to integrate and embed data into electronic authentication labels using technologies such as QR codes, NFC and RFID. This aims to ensure consistency and accuracy between label information and traceability data.The pilot, which will run from January 1, 2026, to June 30, 2026, aims to build a traceability database through the connection and integration of sector-specific data, with participating enterprises’ data digitally signed in accordance with regulations. Việt Nam pilots agriculture traceability system

Taxpayers are also entitled to mandatory insurance deductions and contributions to charity and humanitarian funds.With compulsory insurance contributions currently equivalent to 10.5 per cent of assessable income, a single individual earning around VNĐ17 million per month will not pay PIT next year, saving approximately VNĐ210,000 per month compared to current rules. Each dependent will qualify for an additional deduction of VNĐ6.2 million per month, instead of VNĐ4.4 million, meaning a taxpayer with one dependent and an income of VNĐ24 million will also be exempt from PIT.Higher earners will likewise benefit as Việt Nam’s tax structure shifts from seven to five progressive brackets with redesigned taxable thresholds. For example, a taxpayer earning VNĐ30 million per month with one dependent will only fall into the 5 per cent bracket instead of the current 15 per cent, reducing their monthly tax burden from VNĐ968,000 to VNĐ295,000. Someone earning VNĐ50 million per month with one dependent will now pay around VNĐ1.84 million instead of VNĐ4.3 million, while a person earning VNĐ100 million per month will see their PIT fall by more than VNĐ5.5 million to around VNĐ12.5 million.Experts also highlight a major policy innovation. For the first time, taxpayers will be permitted to deduct eligible healthcare and education expenses for themselves and their dependents, once the Government issues detailed guidance.They argue this represents an important human-centred reform, easing essential cost burdens while promoting social investment in health and education. Several legal and financial experts suggest allowing full deduction of legitimate medical expenses for serious illnesses, alongside reasonable caps for general healthcare and education spending to ensure fairness and administrative feasibility.At the same time, many hope the Government will modernise policies relating to dependents. Currently, an individual is only recognised as a dependent if their income does not exceed VNĐ1 million per month - a level widely viewed as outdated and unrealistic given rising living costs and increasing minimum wages. Legal experts recommend increasing this threshold to align with the dependent deduction of VNĐ6.2 million per month from next year, or at least allowing partial deductions proportional to actual support needs. — VNS

The newly signed $250 million loan package represents part of the solution to this challenge.The financing package is a joint effort by multiple international institutions, with ADB acting as the lead arranger. It comprises $100 million from ADB’s ordinary capital resources; $20 million from the Canadian Climate and Nature Fund for the Private Sector in Asia (CANPA); a $50 million syndicated parallel loan from Japan International Cooperation Agency; and an $80 million syndicated commercial parallel loan from several other banks.The package will provide sub-loans to agribusinesses engaged in sustainable agricultural production, climate adaptation, and resource efficiency. pushes ahead with restructuring the country’s development space to lay the foundation for double-digit economic growth in the next phase.Within less than 12 months, Việt Nam has witnessed three nationwide waves of project launches and completions, from April through December, with combined investment running into the quadrillions of Vietnamese đồng.The opening wave came on April 19, marking the 50th anniversary of national reunification, with 80 major projects launched or inaugurated, for total investment of about VNĐ445 trillion (US$16.9 billion).Four months later, around 250 projects and total investment of nearly VNĐ1.28 quadrillion were kicked off across 34 provinces and cities on August 19 to celebrate the 80th anniversary of National Day.The final push is on December 19 when 234 projects with a total investment of VNĐ3.4 quadrillion are launched, inaugurated or opened to mark the kick-off of the 14th National Congress of the Communist Party of Việt Nam.Ranging from development in 2026-31 period, in which the public investment could meet only half of the number.Credit rating agency VIS Rating forecast that public investment could meet only around 70 per cent of the capital demand for infrastructure development by 2030, making the public-private partnership (PPP) model a strategic choice.However, there are bottlenecks which hinder PPP practice uptake, including weakness in project preparation, risk allocation and shortage of long-term capital, according to the Asian Development Bank (ADB).Shantanu Chakraborty, the ADB’s country director for Việt Nam, said Việt Nam should invest more heavily in the project preparation stage, apply international standards and establish a centralised data system for PPP projects to improve transparency and predictability.Deputy Finance Minister Trần Quốc Phương said public resources could meet only part of infrastructure funding needs, with the remainder expected to come from the private sector through
