Embassy in Việt Nam on Friday launched V-Standard, an AI-powered digital platform designed to help Vietnamese farmers and businesses improve agricultural certification and product traceability, supporting access to higher-value export markets.Developed by Australia's Griffith University under the Australian Government-funded Aus4Innovation programme, the platform was officially transferred to STAMEQ for further operation and expansion in Việt Nam.Launched in 2024, the project aims to address longstanding challenges facing the agricultural sector, including lengthy certification procedures, limited product traceability and difficulties in complying with increasingly stringent international standards.Speaking at the event, Deputy Minister of Science and Technology Lê Xuân Định said that in the digital era, the competitiveness of agricultural products depended not only on quality but also on the ability to demonstrate compliance through reliable data, recognised standards and transparency.He said digital platforms and artificial intelligence should help farmers, cooperatives and businesses reduce compliance costs, improve transparency and strengthen the competitiveness of Vietnamese agricultural products in global markets.Australian Chargé d'Affaires Renée Deschamps said the project reflected the growing cooperation between Australia and Việt Nam in science, technology and innovation following the elevation of bilateral ties to a Comprehensive Strategic Partnership in 2024.Deschamps said the initiative brought together Australian and Vietnamese expertise adapt to increasingly demanding international standards.While the country exported a record US$70 billion worth of agricultural products in 2025, fragmented production, limited access to technical support and cumbersome certification procedures remain major challenges, particularly for smallholders.New requirements such as the EU Deforestation Regulation (EUDR) are also increasing pressure on exporters to provide reliable digital records and end-to-end traceability, creating demand for AI-enabled certification tools such as V-Standard.V-Standard enables farmers to digitise production management by recording farm activities, managing crop seasons and production areas, uploading supporting documents and monitoring compliance with certification requirements.The platform also generates QR codes for product traceability and is designed to connect with Việt Nam's National Product Traceability Portal.A mobile application allows users to maintain electronic farm diaries, upload evidence through images or documents and use voice input and optical character recognition (OCR) to simplify record-keeping and reduce paperwork.For cooperatives and certification bodies, the system centralises production records and supporting documents, streamlining administrative procedures and improving the efficiency of certification management.According to the project team, the technology can reduce on-site assessment and certification time by around 40 per cent while improving transparency across agricultural supply chains.Consumers can also verify product origins through the national traceability portal.Pilot implementation has produced encouraging results.As of May 2026, the platform had been used to manage data for more than 127 crop seasons and 147 agricultural products, with 230 registered user accounts connecting farmers, cooperatives, buyers and certification organisations.Nineteen cooperatives have participated in certification activities, uploading more than 1,000 supporting documents and 620 monitoring reports through the system.The project has also provided training for about 450 participants, including women and members of ethnic minority communities, helping strengthen digital skills and improve compliance with certification requirements.STAMEQ Chairman Nguyễn Nam Hải said the project had demonstrated the commission's capacity to develop digital systems that met international standards while addressing the practical needs of Vietnamese farmers.Following the handover, the platform will continue to be upgraded and expanded by STAMEQ, with plans to integrate it more closely with the national quality infrastructure and traceability system to support the digital transformation of Việt Nam's agricultural sector.The project is funded through the Aus4Innovation Partnership Grants, part of the 10-year Aus4Innovation programme (2018–28). As the country races to expand renewable energy capacity and meet rising electricity demand, authorities are working to remove institutional bottlenecks and develop the infrastructure needed to turn ambitious plans into reality.The Southeast Asian nation aims to bring between 6 gigawatts (GW) and 17GW of offshore wind power capacity online by 2030, with offshore wind expected to account for about 14.7-16.6 per cent of the country's power generation mix by 2050, according to the revised Power Development Plan VIII.Việt Nam has significant offshore wind potential due to its long coastline of more than 3,260 kilometres, favourable wind conditions and rising energy demand. Authorities hope to attract investors with strong financial resources, advanced technology and international experience to help achieve the country's renewable energy ambitions.According to Trần Hoài Trang, deputy director general of the Ministry of Industry and Trade's Electricity Regulatory Authority of Vietnam, sea areas have recently been allocated with a combined potential capacity of around 7GW to investors for project preparation, marking an initial step toward achieving the country's offshore wind targets.The National Assembly issued Resolution 253 in 2025, which establishes mechanisms and policies for national energy development during 2026-30, including measures designed to support offshore wind projects.Authorities are continuing to refine the legal framework governing offshore wind development while implementing projects that have already received sea area allocations."Việt Nam is proceeding cautiously because this is a new sector," Trang told congthuong.vn, saying that projects must be successful in practice, generating benefits for investors while contributing to national development.Việt Nam is targeting double-digit economic growth in the coming years, and offshore wind power is expected to play an important role in supporting that objective.Policy reformsThe revised Power Development Plan VIII includes provisions for both offshore wind generation and related infrastructure, including transmission networks, energy hubs, ports and logistics facilities.Việt Nam is also preparing amendments to the Electricity Law aimed at improving transparency and creating more favourable conditions for investors, covering procedures from project approval to construction quality management, according to Trang.Specific provisions for offshore wind development are expected to be included in a draft amendment scheduled for submission in October 2026. Therefore, developing the right policies required close engagement between investors and government authorities.Dhiraj Shangari, head of capital markets and investment at Pacifico Energy, said Việt Nam's abundant wind resources and supportive policy environment would offer strong growth prospects. He highlighted Resolution 253 as an important mechanism for advancing renewable energy investment.Shangari said major renewable energy investments would attract additional sources of capital and stimulate employment growth. He added that the country's companies had demonstrated Việt Nam's capabilities in engineering, manufacturing and construction.In the onshore and nearshore wind segments, David Wotherspoon, director of offshore renewables growth at OWC, said projects in those areas could help meet energy demand more quickly while larger offshore developments were being prepared.Wotherspoon said OWC had been operating in Việt Nam for more than a decade and had supported the development of approximately 1.6GW of onshore and nearshore wind power capacity.Remaining challengesHe said those projects could play an important role over the next five to seven years because they could be connected to the grid more rapidly than offshore wind projects, helping support economic growth and rising electricity consumption.Việt Nam currently has around 6GW of installed wind power capacity and aims to increase that figure to approximately 28GW in the coming years.According to an OWC representative, project licensing and access to international financing were identified as the sector's two biggest challenges. He called for faster approval procedures, saying substantial domestic and foreign investment is needed to achieve the country's renewable energy goals.Many global investors said Việt Nam was enjoying a golden window of opportunity to establish itself as a leading wind power market in Asia, supported by strong natural resources, rising electricity demand and growing policy support.However, delays in finalising the legal framework, electricity pricing mechanisms, marine spatial planning and transmission infrastructure could reduce the country's competitiveness in attracting capital and securing a leading position in the regional wind power industry. — VNS

After excluding price factors, real growth stood at 7.3 per cent, reflecting a solid recovery in domestic purchasing power and consumer demand.Nguyễn Thu Oanh, director of the NSO’s Price and Services Statistics Department, said the trade and service sector continued to play a vital role in supporting economic growth during the first half of the year.She attributed the positive performance to robust retail activities, a strong recovery in tourism, and vibrant passenger and freight transport, all of which contributed to a brighter economic outlook.Retail sales of goods remained the largest contributor, reaching VNĐ2,941.8 trillion, accounting for 75.6 per cent of total revenue and increasing 12.5 per cent from a year earlier.Several product categories saw strong growth, including jewellery and precious metals, petrol products, construction materials and garments.Among localities, Quảng Ninh posted the highest retail growth at 14.1 per cent, followed by Đà Nẵng with 13.9 per cent, Cần Thơ 12.9 per cent, Hà Nội and Hải Phòng both 12.7 per cent, and HCM City 12.1 per cent.Accommodation and food services generated VNĐ493 trillion in revenue, up 15.6 per cent, supported by booming tourism in major destinations such as Đà Nẵng, Quảng Ninh, Khánh Hòa and Huế. Other service activities earned VNĐ404.9 trillion, rising 12.5 per cent.Travel and tourism services also performed strongly, with revenue reaching VNĐ49.8 trillion, up 15 per cent year-on-year. The city licensed 888 new foreign-invested projects with total registered capital of more than $1.1 billion.Despite solid growth, the city continued to face challenges from global economic uncertainty and persistently high energy prices. Rising production and logistics costs, together with higher prices for goods and services, added pressure to growth momentum.The average consumer price index (CPI) increased 4.41 per cent during the period. Transport recorded the highest price increase at 6.19 per cent, followed by food and catering services at 5.78 per cent and housing and construction materials at 5.22 per cent.Public investment disbursement also lagged behind schedule, particularly for major infrastructure projects. As of June 26, nearly VNĐ37.3 trillion ($1.43 billion) had been disbursed, equivalent to 25.3 per cent of the Government-assigned annual plan.HCM City is targeting economic growth of at least 10 per cent in 2026, meaning the economy will need to expand by more than 11 per cent in the second half to meet the goal.To sustain growth, the Statistics Office recommended accelerating public investment disbursement, boosting domestic demand and closely monitoring price movements.It also urged stronger support for businesses in accessing finance, production sites, administrative procedures, input materials and consumer markets.The report further called for continued improvements to the investment and business environment, alongside stronger digital transformation, wider adoption of science, technology and innovation, and higher labour productivity to support sustainable, high-quality growth.&nbsp;— VNA/VNS

Rather than competing primarily through tax incentives or low labour costs, Việt Nam aims to attract projects that generate greater added value, strengthen technological capabilities and contribute to sustainable long-term growth.This approach was a central theme at the national conference on studying, disseminating and implementing Resolution 10, where government leaders, international investors and representatives of major foreign-invested enterprises shared their views on how the policy could reshape Việt Nam's investment landscape.A new directionAddressing the conference, Party General Secretary and State President Tô Lâm said Việt Nam had entered "a new stage of development", where the country should no longer ask simply how to attract more foreign capital, but how to use international investment more effectively to strengthen domestic capabilities, technological competitiveness and economic resilience.He stressed that Việt Nam would not compete for investment by lowering standards or sacrificing the environment, natural resources, social welfare or economic security. Instead, the country's competitiveness would increasingly depend on institutional quality, modern infrastructure, skilled workers, efficient public services and a transparent, predictable business environment.The top leader also reaffirmed the foreign-invested sector role as an integral part of the national economy, and that investors with advanced technology, strong governance and long-term commitments would continue to receive favourable conditions to expand their operations in Việt Nam.This message comes as the foreign-invested sector continues to play a vital role in the country's economy, after it was opened to international investment nearly four decades ago.According to the Ministry of Finance, the FDI sector currently contributes around 20 per cent of GDP, accounts for more than 70 per cent of export turnover and generates approximately half of Việt Nam's industrial production, while creating millions of jobs.The latest figures also underline the sector's resilience despite continuing global economic uncertainty.During the first five months of this year, newly registered, adjusted and capital contribution transactions reached US$24.81 billion, up 34.9 per cent compared with the same period last year. Meanwhile, disbursed FDI climbed 9.6 per cent to $9.75 billion, the highest level recorded during the first five months of any year over the past five years.Manufacturing remained the largest recipient of foreign investment, attracting $14.52 billion, or more than 70 per cent of total newly registered and adjusted capital, reaffirming Việt Nam's position as an increasingly important manufacturing and supply chain hub.For policymakers, however, the significance of these figures extends beyond their size.Strong disbursement, despite persistent global headwinds, reflects growing confidence among international investors in Việt Nam's economic outlook and its ability to deliver investment commitments.Raising the barResolution 10 seeks to build on that confidence by raising expectations for future investment.Rather than prioritising labour-intensive projects, the resolution identifies high technology, semiconductors, artificial intelligence, research and development, international financial services, clean energy and other innovation-driven industries as priority sectors capable of generating stronger technology spillovers and closer collaboration with domestic enterprises.Phan Hữu Thắng, former director of the Foreign Investment Agency, described the resolution as marking a transition from a mindset of attracting as much investment as possible to improving the quality of investment inflows.As the global minimum tax reduces the effectiveness of traditional tax incentives, he said, Việt Nam's future competitiveness would increasingly depend on institutional reform, administrative efficiency and the economy's capacity to absorb advanced technologies.One of the conference's most notable features was the participation of foreign investors, underscoring the Government's intention to strengthen dialogue with the international business community while translating the resolution into concrete policies.Takuya Sahashi, vice president of Mitsubishi Corporation in Việt Nam, welcomed the resolution's clear policy orientation towards attracting high-quality investment while promoting stronger links between foreign-invested enterprises and domestic businesses.He said Japanese companies had contributed to Việt Nam's industrialisation for more than three decades through investment in transport equipment, electronics and industrial machinery, while supporting technology transfer, workforce development and supplier localisation.Sahashi said the country's future growth should not rely solely on attracting foreign capital, but also on enabling Vietnamese enterprises to participate more deeply in global value chains.Through that process, advanced technologies, modern management methods and international production standards would gradually spread throughout the domestic business sector, strengthening the country's industrial foundation.He nevertheless identified several challenges that need to be addressed, including improving the capabilities of domestic suppliers, developing upstream industries such as materials and key components, simplifying support policies for small- and medium-sized enterprises and strengthening vocational education.Building partnershipsRather than providing broad support, policies should focus on identifying Vietnamese companies with strong growth potential and helping them become internationally competitive suppliers, he said.Stronger cooperation between FDI enterprises and local companies would increase productivity, create greater domestic added value and build a more resilient industrial structure, while enhancing the global competitiveness of businesses operating in Việt Nam."We remain committed to supporting Việt Nam through investment, technology transfer and workforce development," Sahashi said, adding that Japanese companies looked forward to working closely with the Government to realise the vision outlined in Resolution 10.Representatives of international investment funds also argued that maintaining Việt Nam's attractiveness would increasingly depend on institutional reforms rather than financial incentives.Dominic Scriven, chairman of Dragon Capital, described the resolution as an important milestone for the international investment community, because it clearly recognises the foreign-invested sector as an inseparable component of the national economy and reaffirms the principle of equal treatment among economic sectors.He also welcomed the resolution's emphasis on attracting investment that delivers advanced technology, international governance standards and sustainable development, instead of focusing solely on capital volume.To strengthen Việt Nam's capital markets, Scriven proposed measures to lower financing costs for businesses, encourage foreign companies to retain more earnings in Việt Nam, accelerate the country's stock market upgrade to emerging market status, improve foreign exchange mechanisms and
