Việt Nam is pushing ahead with plans to make electronic traceability mandatory for food products.— VNA/VNS Photo Minh Quyết</td></tr></tbody></table></figure>HÀ NỘI — As counterfeit food products spread more easily through online marketplaces and fragmented supply chains, Việt Nam is turning to QR codes and digital traceability systems as a new frontline defence.But behind the promise of smarter food safety lies a more complicated reality, where rising costs, weak oversight and unreliable data threaten to undermine consumer trust.Under proposed amendments to the Law on Food Safety drafted by the Ministry of Health, food products circulating on the market would be required to carry traceability information through QR codes, barcodes, DataMatrix or other digital tools.The move is needed because current regulations do not clearly require electronic identification and traceability, which creates loopholes that have made it harder to combat counterfeit goods, smuggled food products and fake products, especially those sold online, according to the ministry.The proposal also reflected a broader push toward digital governance and safer food supply chains, with QR codes increasingly promoted as a technological solution allowing consumers and regulators to trace products and enabling from-farm-to-table value chain.Yet behind the black-and-white squares printed on packaging lies a more complicated reality.For agricultural cooperatives, the cost of applying QR codes to every product can quickly become a financial burden.A vegetable cooperative supplying millions of products each month must pay not only for printing labels, but also for labour, software subscriptions and data management systems required to maintain digital traceability platforms.Phạm Ngọc Thạch, director of Sunfood Đà Lạt Agricultural Services Cooperative in Lâm Đồng Province, told vnbusiness.vn that the largest expense was not only the labels but also the annual fees charged by traceability platforms.“Without support, many cooperatives will struggle to maintain the system in the long term,” Thạch said.Each traceability label is estimated to cost between VNĐ200 and VNĐ500. QR codes are necessary, but their effectiveness depends on transparent data, ethical producers and strict supervision. — VNA/VNS Photo Lê Đông</td></tr></tbody></table></figure>A real problem is that QR codes only display information entered into the system by producers and cannot independently verify whether production standards were actually followed.Nguyễn Hải Hà, a consumer in Hà Nội, questioned how buyers could know whether produce inside a package truly matched the information shown by a QR code.“If the code says the vegetables came from a certified farm, but the actual product did not, how would consumers know?” she said.“And who would be responsible?”Such concerns have fuelled fears that traceability technology could be misused to legitimise poor-quality products rather than eliminate them, potentially undermining consumer trust.Hoàng Văn Thám, director of Chúc Sơn Cooperative, said QR codes were necessary, but their effectiveness would depend on transparent data, ethical producers and strict supervision.Experts say improving food safety requires tighter control over the roots of the supply chain rather than focusing mainly on traceability labels, including stricter oversight of fertilisers, pesticides and seeds entering the market, along with tougher enforcement against counterfeit agricultural inputs.Nguyễn Văn Hà, head of Nghệ An’s Sub-Department of Quality Management, Processing and Market Development, said digital traceability would help improve transparency and strengthen confidence in Vietnamese agricultural products.Still, QR technology alone cannot solve the country’s food safety challenges.“Traceability is an inevitable trend in the digital economy,” one agricultural specialist said.“But if the roots of the supply chain are not transparent, QR codes risk becoming little more than a clean label covering products that are not truly clean.”Nguyễn Trung Đông from the Institute of Public Policy and Rural Development under the Ministry of Agriculture and Environment said it would be necessary to enhance management of the market for fertilisers and pesticides.QR traceability systems should be accompanied by broader reforms across the agricultural supply chain, he added.He called for State subsidies for traceability software and digital equipment instead of leaving cooperatives to navigate the technology market on their own.National systemThe Ministry of Public Security has proposed a national platform for product identification, authentication and traceability in an effort to prevent counterfeits and low-quality products.Under the proposal, each product would be assigned a unique identification code (UID), allowing consumers to scan QR codes through a mobile application or national web portal to access information on origin, distribution history and product legality.The ministry said counterfeit goods were becoming increasingly sophisticated, with fake QR labels, duplicated codes and fraudulent origin claims appearing more frequently, especially on e-commerce platforms and social media.The proposed platform would also allow consumers to report suspected violations directly to authorities through the application.Businesses, meanwhile, would be able to integrate the national platform with existing management systems such as ERP, POS and warehouse software, reducing compliance costs and simplifying reporting procedures.Officials said the system could also help Vietnamese goods meet stricter transparency requirements under free trade agreements such as the EVFTA and CPTPP, improving export competitiveness.The draft proposal is expected to be submitted to the Government in the second quarter of this year. — VNS

In Việt Nam, experts believe the next transformation of farming will not be driven by seeds or machinery alone, but by a fundamental shift in how capital flows into the agricultural economy.According to Nguyễn Quang Huy, head of the Faculty of Finance and Banking at Nguyễn Trãi University, major export markets are increasingly enforcing stricter standards on environmental protection, carbon emissions and traceability.As a result, green transformation is no longer optional but is gradually becoming a prerequisite for agricultural products seeking deeper access to international markets.In this transition, green credit is viewed as a critical tool for reshaping production models and enhancing the competitiveness of Việt Nam’s agricultural sector.Statistics show that by early this year, outstanding loans for agriculture and rural development reached approximately VNĐ4.2 quadrillion, up more than 14 per cent compared to the previous year. This accounted for over 22 per cent of total outstanding credit in the economy and directly supported more than 14.6 million customers nationwide.In 2025 alone, agricultural credit exceeded VNĐ4 quadrillion, representing 23-25 per cent of total outstanding loans across the economy. However, most lending still relied on traditional collateral-based models.Meanwhile, green loans by the end of 2025 reached between VNĐ780 trillion and VNĐ850 trillion, but only slightly more than 3 per cent was allocated to the agriculture sector, agricultural products and fisheries.Green shiftHuy noted that the government had taken an important step by issuing Decision 21 in July 2025 on environmental criteria and the certification of projects classified as green. This marked the first formal foundation for developing green credit in a more systematic manner.Nevertheless, implementation remains fragmented due to the absence of a unified green standards framework across the banking system, according to Huy. Each financial institution currently applies different assessment criteria, making it difficult for businesses to access capital and creating inconsistencies in project evaluation.At the same time, the current credit model reveals significant limitations. Capital flows are still mainly directed toward individual small-scale farming households, while green and digital agriculture require close integration along value chains. This weakens capital efficiency and hinders the development of large-scale production zones.Another major challenge lies in the lack of agricultural data. Existing data remains fragmented and incomplete, while the credit system for green and digital agriculture require transparent information, traceability, and real-time risk monitoring to function effectively.The difficulties are not limited to farmers. VNA/VNS Photo</td></tr></tbody></table></figure>Structural barriersExperts warn that without simultaneously addressing barriers related to data infrastructure, production linkages and credit mechanisms, the transition toward green and digital agriculture will proceed far more slowly than expected.According to Huy, the challenge is no longer simply about expanding lending quotas or lowering interest rates. Instead, it requires rebuilding the entire agricultural ecosystem – from capital flows and data systems to technology and institutional frameworks.In particular, financing must shift away from lending for isolated projects toward value-chain-based financing. This means banks should evaluate not only individual producers but the entire chain, from production and processing to distribution and consumption.When credit is tied to value chains, quality control, traceability and compliance with green standards become significantly more effective.Alongside policies promoting land consolidation and large-scale farming models, Huy emphasised the urgent need to build a digital agricultural data ecosystem integrating production data, environmental information and traceability systems. Such a platform would form a large-scale data infrastructure to support governance and credit allocation.At the same time, expanding knowledge and training in agricultural digitalisation would be essential to help farmers, cooperatives, and businesses improve digital capabilities. This is considered a crucial condition for green and digital credit to develop effectively, instead of continuing to rely heavily on physical collateral.Chain financingNguyễn Văn Long, chairman and CEO of Nhật Long JSC, agreed that rather than providing isolated loans, banks should assess the entire production-to-consumption chain when determining repayment capacity.For enterprises, the greatest advantage is more stable and flexible access to capital. When enterprises have linkage contracts and secured market outlets, banks are more likely to view projects as feasible and less risky. This allows businesses to confidently invest in the development of seeds, agricultural inputs, production technology, processing and logistics.When financing is integrated into production chains, enterprises have better condition to scale up and improve operational efficiency.In addition, enterprises can establish traceability systems, production standards and stricter quality-control mechanisms, to meet market requirements and improve competitiveness.However, businesses must possess strong governance capacity to manage the entire chain effectively. A disruption in any stage could create ripple effects throughout the system.To make value-chain financing effective, all sides need coordination in action. Enterprises must improve financial transparency, strengthen governance, and adopt technology in production and traceability.Credit institutions, meanwhile, must modernise their appraisal methods and participate more deeply in agricultural value chains.Huy also stressed that the government should soon establish a unified green credit framework for the banking sector, while introducing support mechanisms to help businesses obtain green certifications and gain access to sustainable export markets.At the same time, the development of green credit guarantee funds and agricultural insurance mechanisms would help reduce risks for both banks and borrowers. — VNS

Việt Nam’s southern coastal region, targeting double-digit growth in the years ahead.Following the administrative merger with Bạc Liêu&nbsp;Province, the enlarged&nbsp;Cà Mau now covers nearly 8,000sq.km and holds a strategic geographical position with three sides facing the sea and several island clusters serving as important maritime gateways.Provincial authorities say the locality is receiving increasing support from the Government and central ministries through a series of large scale transport and logistics projects designed to strengthen regional connectivity and reinforce national defence and security.Transport pushRecognising transport infrastructure as a key driver of growth, Cà Mau has prioritised investment in socio-economic infrastructure, particularly transport networks, to ensure better integration among road, sea and air transport systems.Several regional and national level projects are currently under development, including the Cần Thơ-Cà Mau-Đất Mũi Expressway.The section running through Cà Mau stretches nearly 103km, featuring four lanes and a designed speed of 100kph.The province is also speeding up work on the Hòn Khoai General Port project, which is expected to handle up to 20 million tonnes of cargo annually and accommodate vessels of up to 250,000DWT.Road infrastructure has expanded significantly in both scale and quality.The province currently has seven national highways with a combined length of 353km and 28 provincial roads stretching nearly 713km.In addition, the province has almost 1,825km of communal roads and more than 16,333km of rural transport routes.Authorities have completed site clearance and handed over all land needed for the dual use Hòn Khoai Port project and the more than 17km road connecting the mainland to Hòn Khoai Island.Other key transport routes include National Highway 1, National Highway 63,&nbsp;Quản Lộ-Phụng Hiệp Route, the Nam Sông Hậu Route, the Southern Coastal Corridor, the Hồ Chí Minh Road section through the province and the bypass route around Cà Mau City.In the aviation sector, Cà Mau Airport is currently classified as a level 3C civil airport combined with military operations and can accommodate ATR 72 aircraft.The province is coordinating with Airports Corporation of Vietnam to accelerate an upgrade project that will expand the airport to level 4C standards with a 2,400m runway and annual capacity of one million passengers.Once completed, the airport will be able to receive Code C aircraft such as the A320 and A321.Authorities expect the upgraded airport to resume operations by the end of this year.Dư Minh Hùng, director of the province Department of Construction, said public investment disbursement in the first four months of the year exceeded 20 per cent of the assigned plan, although progress remained below expectations.The province is targeting completion of several major projects in 2026, including the airport expansion, ring roads connecting expressways and coastal economic centres, the Hòa Bình 2 Bridge, Vàm Xáng Bridge, coastal roads and upgrades to eastern and western sea dykes.At the same time, Cà Mau is working with central ministries to accelerate implementation of the Cà Mau-Đất Mũi Expressway, transport links connecting Đất Mũi to Hòn Khoai Port, upgrades to National Highway 1 and National Highway 63, the Hồ Chí Minh infrastructure development, Cà Mau is intensifying efforts to improve the business environment and attract more domestic and foreign investors.Huỳnh Công Quân, director of the Cà Mau Department of Finance, said the province had granted 728 new business registration certificates in the first months of this year, up 85.2 per cent year on year, with total registered capital reaching VNĐ3.64 trillion (US$140 million).The province currently has 10,084 active enterprises with combined registered capital of VNĐ126.4&nbsp;trillion.Administrative reform and digital transformation efforts have also improved investment procedures, with 100 per cent of enterprise registration applications now submitted online.In April alone, Cà Mau attracted three new investment projects worth nearly VNĐ1.85 trillion ($71.3 million).In the first four months of 2026, the province licensed 16 new projects with total registered capital of VNĐ13.2&nbsp;trillion ($509 million), four more projects than in the same period last year.The province currently hosts 709 active investment projects with total registered capital of VNĐ341.8 trillion ($13.2&nbsp;billion), including 30 foreign direct investment projects worth a combined US$4.85 billion.Provincial leaders expect improved regional connectivity through road, sea and air transport infrastructure to create stronger momentum for investment A clearer set of standards and eligibility criteria is needed to accelerate lending and investment."Meanwhile, digitalisation demands are escalating rapidly.Logistics management is evolving beyond basic information exchange toward AI-enabled real-time supply chain coordination, which will require shared data platforms and standardised digital systems capable of linking businesses, ports and customs authorities more efficiently.According to Nguyễn Lê Hằng, external affairs director at SLP Vietnam, modern green logistics can strengthen competitiveness through cost savings, speed and adaptability.The Government has identified reducing logistics costs as a pressing issue to enhance national competitiveness. Logistics costs in Việt Nam remained relatively high, estimated at roughly 13-15 per cent of GDP, significantly above those of developed economies.Investment in green logistics infrastructure combined with technology can optimise transportation, improve data use and streamline labour management to help businesses cut operational expenses while boosting productivity.Speed has also become equally critical.Global disruptions, from energy crises to shifting trade barriers, are rewarding companies capable of responding rapidly to changing conditions. Without effective governance during the transition period, temporary supply bottlenecks could emerge despite the system’s adequate overall capacity.The association has therefore proposed raising the regulated business cost allowance for E10 petrol above that of mineral-based petrol to avoid undermining business efficiency for fuel distributors.While enterprises appear prepared for the transition, consumers are also showing growing interest in E10 ahead of its official nationwide implementation on June 1.Hoàng Hưng, a resident of Tăng Nhơn Phú ward in HCM City, said he had previously used E5 petrol and noticed little difference compared with conventional RON 95-III fuel.“If the station near my house sells E10 RON 95-III, I’ll use it immediately. I don’t really have any concerns. Convenience remains the most important factor when refuelling during daily travel,” he said.Ngọc An, a resident of Hòa Hưng ward, said her family will switch to biofuel once stations began selling it widely, though she believed lower prices will help consumers embrace environmentally friendly fuel more readily.Lê Trung Tình, chairman of the HCM City Passenger Automobile Transport Association, said biofuel not only offers lower prices but also contributes to reducing pollution and emissions in major urban centres.He noted that E10 has already been widely adopted in many countries, with some markets moving towards E15 or E20 blends to further improve environmental performance.
