Market breadth was strongly positive, with 263 stocks advancing, 70 declining and 45 finishing unchanged.Liquidity also improved markedly. More than 783.5 million shares changed hands on the southern bourse, with total trading value reaching approximately VNĐ18.36 trillion (US$702 million).The Hanoi Stock Exchange (HNX) also joined the rally, with the HNX-Index gaining 5.52 points, or 1.98 per cent, to close at 284.07 points.Large-cap stocks were at the centre of the rebound. Based on international experience, operationalisation is successful when treated as a long-term market infrastructure and business development strategy.The underlying infrastructure is crucially important in creating operational credibility. This includes introducing a reliable measurement, reporting and verification (MRV) system and secured registry that are interoperable before launching pilot projects to test the registry and verification/accreditation infrastructure.With the development of institutional capacity and private sector readiness, pilots can eventually be scaled. This calls for a sound incentive framework that is attractive to market participants, be it net sellers or buyers. It is equally important to build fundamental capacity for companies, including data management, transparency and MRV.For Switzerland, the carbon market is not an isolated climate instrument. It fits directly into our broader objective of supporting Việt Nam’s transition towards a competitive, resilient and low-carbon economy. Our Cooperation Programme 2025-28 focuses on sustainable trade and innovation, sustainable public and private finance, and climate-smart industrial and urban development.A credible carbon market can connect these priorities. It can put economic value on reducing emissions, help businesses finance cleaner technologies, mobilise private investment and strengthen the competitiveness of Vietnamese companies as global markets increasingly demand lower-carbon products.Việt Nam has already taken important steps by establishing the framework for its domestic carbon market and international carbon-credit transfers. The next opportunity is to translate this framework into high-quality, investment-ready mitigation projects.Switzerland and Việt Nam can deepen cooperation in areas such as market integrity and MRV, capacity building, sustainable finance and the development of projects where carbon revenues can unlock additional investment and technology. But in reality, the State and businesses, including our company, want to participate in the carbon market because we want to promote green products and enable them to enter the international trading system and eventually be traded globally.If we want to participate in the carbon market or achieve carbon neutrality, the most important thing is to reduce emissions as much as possible before offsetting what remains. Businesses therefore need to make emission reduction a priority across every factory, plant and operation.When it comes to offsetting, we need to measure carefully and work with reputable organisations to avoid counting the same emission reduction more than once. Reducing emissions within our own operations does not automatically create tradable carbon credits.If a company reduces its emissions from 100 tonnes to 10 tonnes, for example, it only needs to offset the remaining 10 tonnes. The 90 tonnes already reduced are internal emission reductions, not credits that can be traded or counted again.So, businesses should first reduce emissions and costs to the lowest possible level, then offset what remains. The carbon credits used for this purpose should represent genuine carbon removal, such as through afforestation or technologies that capture CO2 from the air and store it underground.As for the legal framework, ultimately, it needs to be based on international rules and be compatible with them. Only then can Việt Nam’s carbon market connect with international markets. We now have a relatively clear framework in place, but having clear rules is one thing; implementing them is another, and this remains very challenging.The first challenge is measurement and verification – accurately determining how much carbon is emitted and having an independent third party verify it. This requires businesses to engage independent organisations and bear the associated costs. At the same time, reducing emissions often requires investment in new technologies, machinery and production lines, which creates another financial burden.That is why access to capital, particularly international green finance, would be very helpful for Vietnamese businesses. Today, the picture is very different and the market is becoming increasingly complete.First, we now have relatively comprehensive rules of the game, covering the domestic carbon exchange, international carbon credit transfers and forest carbon credits. The State has put in place most of the legal framework for the market to operate transparently and under control.Second, we now have the tools to put the framework into practice. At the end of June, the carbon exchange began operating at the Hà Nội Stock Exchange and recorded its first transaction. Emission allowances, previously figures on paper, have now become tradable assets with real commercial value.Third, the Government has taken a clear approach by focusing initially on major emitting sectors. The pilot phase covers thermal power, steel and cement – three of the highest-emitting industries.Fourth, Việt Nam has stepped into the international market. A carbon credit cooperation agreement with Singapore under Article 6 of the Paris Agreement shows that Vietnamese carbon credits are gaining international recognition and can be transferred overseas.Looking ahead, we need to improve measurement, reporting and verification, gradually tighten emission allowances, expand the market beyond the three pilot sectors and strengthen cross-border trading.We believe environmental obligations can become an opportunity to raise capital only when businesses can turn those requirements into an asset that can be measured, verified and used to create economic value.Vietnamese businesses should not look at emission reductions, waste treatment, energy efficiency or forest development simply as costs incurred to meet regulations. If properly prepared, these activities can create environmental value and economic value at the same time, while also improving access to international capital.From VinaCarbon’s investment experience, we normally look at a carbon project from three main perspectives: the quality of the carbon credits; the sustainability of the project; and the measurement, reporting and verification system. Without these, it is very difficult to persuade international investors to put their money into a project.International investors are not simply investing in carbon credits. Nation's carbon market must become reliable investment opportunity

The list of facilities required to conduct facility-level greenhouse gas inventories covers six sectors: energy, transport, construction, industrial processes, agriculture, forestry and land use, and waste.The largest share falls under the Ministry of Industry and Trade, with just over 1,900 facilities. The construction and transport sectors account for around 460 facilities, while agriculture and environment account for just over 60.The concentration in energy-intensive industries reflects where much of the country's emissions challenge lies. Thermal power, metallurgy, chemicals, fertiliser production, textiles, footwear and fossil-fuel extraction are among the activities covered.The new requirement means businesses must collect activity data, calculate their greenhouse gas emissions using prescribed methodologies and prepare inventory reports.For companies, however, the significance of the requirement extends beyond compliance. Reliable emissions data is becoming a prerequisite for understanding future carbon costs and responding to demands from overseas customers.The change comes as carbon requirements are becoming increasingly linked to international trade.The European Union's Carbon Border Adjustment Mechanism (CBAM) is one of the clearest examples. From 2026, its definitive phase covers products including iron and steel, aluminium, cement, fertilisers, electricity and hydrogen.In April, the European Commission announced a CBAM certificate price of 75.36 euros (US$8,793) for the first quarter of 2026. The mechanism means importers need information about the greenhouse gas emissions embedded in covered products, creating pressure on suppliers to provide reliable data.For Vietnamese businesses, this pressure can extend through the supply chain. A company may not export directly to the EU or fall within the scope of CBAM, but it could supply a manufacturer whose European customers require emissions information. Carbon accounting can therefore become a commercial requirement even for businesses that are not directly regulated.Nguyễn Trung Thực, director of the Institute of Technology and Innovation under the Vietnam Chamber of Commerce and Industry, said the EU, US and Japan were establishing new technical barriers based on the carbon footprint of products."At the same time, sustainability requirements were increasing the demand for transparent emissions information from businesses," he said.For exporters, establishing credible carbon data is therefore becoming part of preparing for international markets. The GoGlobal programme for 2026-30 includes support for businesses seeking to meet environmental and sustainability requirements in overseas markets.Potential support covers carbon-footprint measurement, verification of emission reduction claims, supply chain transparency, circular materials, biodiversity protection and low-emission business strategies.The approach is particularly relevant to small and medium-sized enterprises, which may lack specialised staff and the resources needed to measure and verify emissions.The programme does not provide a uniform subsidy. Businesses must contribute funding and share risks, with support considered according to individual proposals and eligibility.The Ministry of Industry and Trade is the focal agency for implementation, while Việt Nam's trade offices overseas will provide information about regulations and market requirements.For businesses, the objective is not simply to produce a carbon report. They may also need to improve technology, production processes and supply chain management to meet the requirements of individual markets.Although greenhouse gas inventories create an additional compliance responsibility, the information can also become useful for business management.Knowing where emissions originate allows companies to establish a baseline and identify areas where energy consumption and production processes can be improved. The data will also provide a foundation for participation in Việt Nam's emerging carbon market.Companies that reduce emissions could potentially benefit from carbon credits or emissions allowances, creating an economic incentive to invest in cleaner production.Việt Nam is also working with international partners on a voluntary carbon-label programme that would allow businesses to measure, verify and disclose product-level emissions.The proposed labels could show emissions in kilograms of CO2 equivalent per unit of product, together with information on validity and a QR code linking to supporting data. The pilot is expected to cover sectors including energy, chemicals, paper, textiles, food and beverages and electronics.The carbon label initiative is being developed alongside the pilot phase of the domestic carbon exchange, which is expected to run through 2028.Together, these measures could give businesses greater tools to respond to international demand for environmental information while creating a domestic market for emissions reductions.Businesses must adaptSome major Vietnamese companies have already begun incorporating carbon reduction into their production strategies.Vinamilk has factories and farms that have obtained carbon-neutral certification under the PAS 2060 international standard.Heineken Vietnam has reported that 96 per cent of the energy used in production comes from renewable sources and that emissions across its value chain have fallen by 49 per cent compared with 2018.Nestlé's circular coffee production model has also been cited as reducing more than 14,000 tonnes of CO2 equivalent annually.Such examples suggest that reducing a carbon footprint can involve changes to energy sources, technology, materials, waste management and relationships with suppliers.This is increasingly important as international brands impose their own emissions targets on supply chains. Vietnamese suppliers may therefore face carbon requirements from customers even when they are not among the facilities subject to mandatory inventories.The September 25 deadline marks an important step in Việt Nam's transition from voluntary carbon management towards a more systematic framework. For the listed facilities, greenhouse gas inventories will provide the data needed for regulatory compliance and future emissions management.For exporters, the same data can help meet increasingly demanding requirements from international buyers.The immediate challenge is investment in measurement systems, expertise and verification. For some businesses, particularly smaller companies, these costs may be significant.But the cost of inaction could also increase as carbon requirements become more deeply embedded in international trade. — VNS

Covering about 22.75ha, the project will include access roads, turbine foundations, 35kV transmission lines, and a 220kV substation.The investors will contribute 20 per cent of the total capital, with the remainder mobilised from domestic credit institutions. The projects will have an operating term of 50 years from the date of land allocation or lease.Under the approved schedule, the investors will complete capital contributions in the third quarter of 2026 as well as land and legal procedures between August 2026 and February 2027.Auxiliary works will be carried out from February to April 2027, followed by construction of major facilities, equipment installation, and trial operations.All four projects are expected to be commissioned within 22 months from the date of land allocation or lease.The simultaneous development of the four wind power projects marks a new step in Hà Tĩnh’s clean energy strategy.The Kỳ Anh wind power cluster will diversify the province’s power mix, support the energy transition and emissions-reduction goals, and contribute to the province's ambition to become a major energy hub in the central region and the country. — VNS

Hà Nội has more than 7,600ha of industrial land, while the Hòa Lạc Hi-Tech Park alone has more than 700ha of cleared land available for investment.The bigger challenge might be human capital, Hiếu said.As Hà Nội moves towards high-tech FDI in semiconductors, AI and advanced technology, the city is facing a shortage of highly skilled workers who can immediately meet the standards of international technology companies.“There is a shortage of high-quality human resources who can enter the workforce immediately," Hiếu said."The gap between domestic theoretical training and the demanding international standards of major corporations remains a major challenge that the city must bridge."The Chairman of the municipal People’s Committee, Vũ Đại Thắng, said that the city had identified high-quality human resources as the foundation for attracting high-tech FDI and promoting innovation.“International corporations are no longer looking only at market size, labour costs or investment incentives when choosing an investment destination. Net fee and commission income surged 277 per cent year-on-year to VNĐ3.83 trillion, extending the strong growth recorded in the first quarter.The stronger contribution from services helped diversify SHB's revenue base, reducing its reliance on lending income and improving the resilience of its business model amid changing market conditions.Operational efficiency also improved during the period. The bank's cost-to-income ratio (CIR) fell to 16 per cent, lower than a year earlier and among the lowest in the banking sector. SHB attributed the improvement to streamlined operations, digitalisation, higher productivity and more efficient customer service channels.As of June 30, SHB's total assets stood at VNĐ962.67 trillion, up 8 per cent from the end of 2025, moving closer to its target of VNĐ1 quadrillion in total assets.Customer deposits in Market I reached VNĐ687.84 trillion, an increase of 7 per cent from year-end, providing funding for business expansion and credit growth.The bank maintained liquidity ratios above regulatory requirements. Its liquidity reserve ratio was 17.05 per cent, compared with the State Bank of Vietnam's minimum requirement of 10 per cent, while the loan-to-deposit ratio (LDR) stood at 80.6 per cent, below the regulatory ceiling of 85 per cent.Outstanding credit reached VNĐ664.28 trillion, up 7.22 per cent from the end of 2025. SHB said lending growth remained selective, focusing on production, business activities and customer segments aligned with its strategic priorities.The bank also continued to maintain asset quality, with its non-performing loan (NPL) ratio held at 1.76 per cent as of the end of June.Strengthening capital baseSHB's capital adequacy ratio (CAR) remained at around 12 per cent on a consolidated basis, comfortably above the regulatory minimum of 8 per cent.During the period, the bank issued more than 750 million new shares, raising its charter capital to VNĐ53.44 trillion. SHB said the capital increase would strengthen its financial capacity, support future growth and enhance its ability to meet increasingly stringent capital requirements. Upon completion of the relevant procedures, the bank expects to become the fourth-largest private commercial bank in Việt Nam by charter capital.The bank is also advancing the divestment of its remaining 50 per cent stake in consumer finance company SHBFinance to Krungsri, a member of Japan's MUFG Group, following regulatory approval for the company's legal restructuring. The transaction is expected to be completed in the middle of the third quarter of 2026.According to SHB, the deal will strengthen its financial resources, deepen cooperation with its strategic partner in retail banking and allow the bank to focus more on its core banking operations and long-term growth strategy.The bank has also continued to diversify its funding sources through international partnerships. In 2025, SHB successfully secured two medium-term ESG-linked syndicated loans worth a combined US$600 million from 26 international financial institutions. The bank said the facilities would provide medium-term foreign currency funding while supporting the development of sustainable finance.Digital transformation and long-term strategyBuilding on its first-half results, SHB said it will continue implementing its long-term strategy centred on governance, technology, asset quality, operational efficiency and capital strength.The bank's transformation programme is built on four strategic pillars: customer and market focus; reform of mechanisms, policies and processes; people development; and information technology modernisation and digital transformation. It is also pursuing a "5 FIRST" technology strategy comprising Data &amp; AI First, People First, Cloud First, Security First and Mobile First to accelerate digital banking development.SHB said it will continue expanding its customer ecosystem by working with major corporations, State-owned and private enterprises, as well as organisations in healthcare, education and other sectors, while developing products for small- and medium-sized enterprises (SMEs) and retail customers.The bank's transformation efforts have also received international recognition. Current priorities include developing strategic technology enterprises, expanding the digital economy and creating a more favorable environment for research commercialisation and innovation.MoST is also introducing new mechanisms to commission large-scale research projects targeting national development challenges. To date, the ministry has received 31 proposals for strategic technology missions and continues to refine funding and evaluation procedures to encourage research with greater commercial potential.Innovation indicators continued to improve during July. Việt Nam climbed five places to rank 50th in the 2026 Global Startup Ecosystem Index, while the country now has 964 certified science and technology enterprises and 46 innovation support organisations.Digital transformation remained another bright spot. The National Data Exchange Platform has processed more than 4.6 billion transactions, and 32.5 million digital signature certificates have been issued nationwide. Vietnamese researchers published 2,658 papers indexed in the Scopus database, while MoST allocated VNĐ292 billion to research projects and continued building a national mechanism for strategic technology development.The ministry also highlighted progress in bringing advanced technologies into practical use. The country is now preparing a strategy to build an advanced materials industry that could underpin its next phase of industrialisation.The Government is drafting a national strategy for the materials industry through 2030 and with a longer-term vision extending to 2045, seeking to shift the country's competitive advantage from abundant natural resources to technological capability and high-value manufacturing.Experts say the strategy represents a broader change in industrial policy, as advanced materials are viewed not just as industrial inputs, but as strategic assets that determine competitiveness in sectors ranging from semiconductors and artificial intelligence (AI) to renewable energy, the defence industry and biotechnology."Competition is no longer confined to finished products. It increasingly revolves around raw materials, deep-processing technologies, standards, data and supply chains," said Đỗ Nam Bình, head of the Minerals and Metallurgy Division at the Industry Agency under the Ministry of Industry and Trade (MoIT)."The level of materials industry development directly reflects a country's level of industrialisation, scientific and technological capacity, and ability to achieve self-reliance," he said."Industries such as semiconductors, AI, batteries and energy storage, offshore wind power, electric vehicles, the defence industry, biomedicine and pharmaceuticals are all heavily dependent on advanced materials," Bình said.“Against a backdrop of growing global geopolitical uncertainty, mastering strategic materials has become critical for Việt Nam to strengthen national power, safeguard economic independence and create momentum for a breakthrough in the digital era,” he said.For Việt Nam, the challenge is not a lack of resources.
