Covering about 22.75ha, the project will include access roads, turbine foundations, 35kV transmission lines, and a 220kV substation.The investors will contribute 20 per cent of the total capital, with the remainder mobilised from domestic credit institutions. The projects will have an operating term of 50 years from the date of land allocation or lease.Under the approved schedule, the investors will complete capital contributions in the third quarter of 2026 as well as land and legal procedures between August 2026 and February 2027.Auxiliary works will be carried out from February to April 2027, followed by construction of major facilities, equipment installation, and trial operations.All four projects are expected to be commissioned within 22 months from the date of land allocation or lease.The simultaneous development of the four wind power projects marks a new step in Hà Tĩnh’s clean energy strategy.The Kỳ Anh wind power cluster will diversify the province’s power mix, support the energy transition and emissions-reduction goals, and contribute to the province's ambition to become a major energy hub in the central region and the country. — VNS

The capital is seeking to attract high-quality, technology-intensive foreign direct investment to drive growth. — VNA/VNS Photo Tuấn Anh</td></tr></tbody></table></figure>HÀ NỘI — After more than three decades as one of Việt Nam's leading destinations for foreign investment, Hà Nội is entering a new phase, shifting its focus from attracting capital in volume to drawing technology-intensive investment that can help transform the capital into a regional hub for research, innovation and high-tech industries.Since opening to foreign investment in 1989, the city has attracted US$74.6 billion in foreign direct investment (FDI) across more than 9,200 projects, according to the Hà Nội Department of Finance.But much of that capital has flowed into real estate, trade and services, and labour-intensive industries while investment in high-technology manufacturing, research and development (R&amp;D) and technology transfer has remained relatively modest, according to Nguyễn Xuân Lưu, vice chairman of the municipal People’s Committee.Links between foreign-invested companies and domestic businesses have remained weak with limited technology transfer, local procurement and value creation.The city now wants to change that equation as it seeks to overhaul its growth model and meet its new development goals for 2030 and 2045.Under a draft action plan to implement Resolution 10, issued by the Communist Party of Việt Nam on using FDI for economic development, Hà Nội aims for half of newly attracted FDI by 2030 to go into high technology, innovation, R&amp;D and green industries while around 80 per cent of new FDI would come from developed economies.The city also plans to raise localisation rates in key industries to at least 45 per cent, bring about 350 domestic companies into the value chains of foreign-invested enterprises and attract 10 multinational corporations to establish headquarters, regional operating centres or R&amp;D facilities in the capital.By 2045, Hà Nội wants its foreign-invested sector to be more deeply integrated with the state-owned and private domestic sectors and to contribute around 15 per cent of GRDP as it aims to position itself as an Asia-Pacific innovation hub.Priorities will be given to strategic technologies including semiconductors, chip design, artificial intelligence (AI), big data, cloud computing, data centres, biotechnology, green technology, advanced materials and quantum technology, alongside international finance, smart logistics and R&amp;D.The goal is not simply to bring in more money but to use foreign capital as a lever to build domestic technological capabilities."Hà Nội is no longer pursuing FDI by quantity at all costs," Lê Trung Hiếu, deputy director of the Hà Nội Department of Finance, said.“The goal is a new generation of FDI – cleaner, more technology-intensive and based on knowledge and innovation."The shift comes as Hà Nội is seeking to sustain rapid economic growth with a target of average annual GRDP growth of more than 11 per cent during 2026-35 and an economy reaching around $200 billion by 2035 and $640 billion by 2045.Changing focus<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/8/6/518120_fdihanoi.jpg" alt=""></figure></td></tr><tr><td>Production at Japan-invested Vietnam Stanley Electric Co Ltd in Hà Nội. A new generation of FDI is expected to help turn the digital economy, AI and semiconductors into new engines of growth. — VNA/VNS Photo Danh Lâm</td></tr></tbody></table></figure>There are already signs of a shift in the city's FDI structure.Hiếu cited statistics showing that Hà Nội attracted about $3.16 billion in FDI in the first six months of 2026 with investment in professional services and science and technology accounting for about 72 per cent, suggesting that the city's capital flows are beginning to align more closely with its new priorities.The city has set a target of attracting $25 billion in FDI during 2026-30, more than double the amount recorded in the previous five-year period.The target is challenging because the capital needs to increase its share of the country's total FDI from the current 6.2 per cent to about 10 per cent while competing with neighbouring industrial hubs such as Hải Phòng, Bắc Ninh and Quảng Ninh, according to Hiếu.However, the target is critical to achieving the city's goal of sustaining annual GRDP growth of more than 11 per cent. A new generation of FDI is needed to turn the digital economy, AI and semiconductors into new engines of growth."We are shifting firmly towards quality, with technological sophistication and the ability to forge links with domestic businesses becoming key criteria in selecting investors," he said.Hiếu added that he expected Hà Nội's FDI landscape to undergo a fundamental transformation by 2030, moving away from a model centred on real estate and assembly towards one driven by knowledge and innovation.The capital city is also changing the way it measures the success of FDI.It plans to develop a Hanoi FDI Quality Index and a Hanoi FDI Dashboard to monitor foreign-invested projects against criteria including technology quality, innovation, technology transfer, workforce development, green transition and corporate social responsibility.It also plans to establish a strategic FDI project list, create an investment map, develop criteria for new-generation industrial parks and strengthen its evaluation of the effectiveness of foreign investment."Success will not be measured by the size of registered investment capital," the city's vice chairman Lưu said."It will be measured by real changes in the quality of growth, innovation capacity, the emergence of new industries and technology, finance and R&amp;D centres, the strengthening of Vietnamese businesses in global value chains and the quality of life of the capital's people."Talent challenge<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/8/6/518112_talent.jpg" alt=""></figure></td></tr><tr><td>Students at Hanoi University of Science and Technology. Hà Nội has more than 7,600ha of industrial land, while the Hòa Lạc Hi-Tech Park alone has more than 700ha of cleared land available for investment.The bigger challenge might be human capital, Hiếu said.As Hà Nội moves towards high-tech FDI in semiconductors, AI and advanced technology, the city is facing a shortage of highly skilled workers who can immediately meet the standards of international technology companies.“There is a shortage of high-quality human resources who can enter the workforce immediately," Hiếu said."The gap between domestic theoretical training and the demanding international standards of major corporations remains a major challenge that the city must bridge."The Chairman of the municipal People’s Committee, Vũ Đại Thắng, said that the city had identified high-quality human resources as the foundation for attracting high-tech FDI and promoting innovation.“International corporations are no longer looking only at market size, labour costs or investment incentives when choosing an investment destination. Increasingly, they are assessing the availability of skilled workers, research capacity and the strength of the local technology ecosystem,” he said.As the country's political and administrative centre and home to a large concentration of universities, research institutes and science and technology organisations, Hà Nội has significant advantages in developing talent for emerging industries, especially with a budget of around VNĐ9 trillion ($343 million) a year allocated to science and technology,The city plans to shift from training based primarily on the capacity of educational institutions towards training aligned with the needs of the future economy.The city will promote cooperation among the government, universities, research institutes and businesses, creating closer links between training, research and practical applications.FDI companies, technology businesses and major corporations will be encouraged to participate in designing training programmes, commissioning talent, providing internships and retraining workers.Hà Nội will also focus on developing scientists, experts and strong research teams while creating a more favourable environment for attracting talent in Việt Nam and from abroad.Special mechanisms provided under the 2026 Capital Law, which took effect on July 1, also offer stronger incentives to attract international experts, senior engineers and overseas Vietnamese professionals to lead core technology projects.Beyond talent, Hà Nội is also strengthening administrative reforms, streamlining investment procedures and improving infrastructure to create a more predictable and competitive business environment for attracting new-generation FDI. — VNS &nbsp;

Net fee and commission income surged 277 per cent year-on-year to VNĐ3.83 trillion, extending the strong growth recorded in the first quarter.The stronger contribution from services helped diversify SHB's revenue base, reducing its reliance on lending income and improving the resilience of its business model amid changing market conditions.Operational efficiency also improved during the period. The bank's cost-to-income ratio (CIR) fell to 16 per cent, lower than a year earlier and among the lowest in the banking sector. SHB attributed the improvement to streamlined operations, digitalisation, higher productivity and more efficient customer service channels.As of June 30, SHB's total assets stood at VNĐ962.67 trillion, up 8 per cent from the end of 2025, moving closer to its target of VNĐ1 quadrillion in total assets.Customer deposits in Market I reached VNĐ687.84 trillion, an increase of 7 per cent from year-end, providing funding for business expansion and credit growth.The bank maintained liquidity ratios above regulatory requirements. Its liquidity reserve ratio was 17.05 per cent, compared with the State Bank of Vietnam's minimum requirement of 10 per cent, while the loan-to-deposit ratio (LDR) stood at 80.6 per cent, below the regulatory ceiling of 85 per cent.Outstanding credit reached VNĐ664.28 trillion, up 7.22 per cent from the end of 2025. SHB said lending growth remained selective, focusing on production, business activities and customer segments aligned with its strategic priorities.The bank also continued to maintain asset quality, with its non-performing loan (NPL) ratio held at 1.76 per cent as of the end of June.Strengthening capital baseSHB's capital adequacy ratio (CAR) remained at around 12 per cent on a consolidated basis, comfortably above the regulatory minimum of 8 per cent.During the period, the bank issued more than 750 million new shares, raising its charter capital to VNĐ53.44 trillion. SHB said the capital increase would strengthen its financial capacity, support future growth and enhance its ability to meet increasingly stringent capital requirements. Upon completion of the relevant procedures, the bank expects to become the fourth-largest private commercial bank in Việt Nam by charter capital.The bank is also advancing the divestment of its remaining 50 per cent stake in consumer finance company SHBFinance to Krungsri, a member of Japan's MUFG Group, following regulatory approval for the company's legal restructuring. The transaction is expected to be completed in the middle of the third quarter of 2026.According to SHB, the deal will strengthen its financial resources, deepen cooperation with its strategic partner in retail banking and allow the bank to focus more on its core banking operations and long-term growth strategy.The bank has also continued to diversify its funding sources through international partnerships. In 2025, SHB successfully secured two medium-term ESG-linked syndicated loans worth a combined US$600 million from 26 international financial institutions. The bank said the facilities would provide medium-term foreign currency funding while supporting the development of sustainable finance.Digital transformation and long-term strategyBuilding on its first-half results, SHB said it will continue implementing its long-term strategy centred on governance, technology, asset quality, operational efficiency and capital strength.The bank's transformation programme is built on four strategic pillars: customer and market focus; reform of mechanisms, policies and processes; people development; and information technology modernisation and digital transformation. It is also pursuing a "5 FIRST" technology strategy comprising Data &amp; AI First, People First, Cloud First, Security First and Mobile First to accelerate digital banking development.SHB said it will continue expanding its customer ecosystem by working with major corporations, State-owned and private enterprises, as well as organisations in healthcare, education and other sectors, while developing products for small- and medium-sized enterprises (SMEs) and retail customers.The bank's transformation efforts have also received international recognition. Current priorities include developing strategic technology enterprises, expanding the digital economy and creating a more favorable environment for research commercialisation and innovation.MoST is also introducing new mechanisms to commission large-scale research projects targeting national development challenges. To date, the ministry has received 31 proposals for strategic technology missions and continues to refine funding and evaluation procedures to encourage research with greater commercial potential.Innovation indicators continued to improve during July. Việt Nam climbed five places to rank 50th in the 2026 Global Startup Ecosystem Index, while the country now has 964 certified science and technology enterprises and 46 innovation support organisations.Digital transformation remained another bright spot. The National Data Exchange Platform has processed more than 4.6 billion transactions, and 32.5 million digital signature certificates have been issued nationwide. MoST is also expanding regulatory sandbox mechanisms to help emerging technologies reach the market more quickly and support the development of the digital economy.Việt Nam's digital infrastructure also continued to strengthen. Mobile broadband speed reached 210.85 Mbps, ranking ninth globally, while IPv6 adoption rose to 67 per cent, the second-highest level in Southeast Asia. The country now has more than 81,600 digital technology enterprises, as the government advances policies supporting artificial intelligence, digital assets and next-generation digital industries.Scientific research maintained solid momentum during the month. Vietnamese researchers published 2,658 papers indexed in the Scopus database, while MoST allocated VNĐ292 billion to research projects and continued building a national mechanism for strategic technology development.The ministry also highlighted progress in bringing advanced technologies into practical use. During July, it launched a nationwide pilot of an artificial intelligence platform supporting public administration and successfully tested a drone detection and counter-UAV system at Đà Nẵng International Airport, demonstrating efforts to accelerate the commercialisation and deployment of strategic technologies.Looking ahead, MoST said it will work with ministries and local governments to identify major national challenges that can be addressed through Vietnamese-developed technologies.The ministry also plans to continue supporting innovative enterprises, expanding the science and technology market, completing the National Portal for Science, Technology, Innovation and Digital Transformation Initiatives, and implementing the Government's 100-day action plan to remove bottlenecks in digital transformation.Concluding the press conference, Deputy Minister Phương said science, technology, innovation and digital transformation must deliver measurable economic value by improving productivity, strengthening business competitiveness and creating new momentum for sustainable growth. The country is now preparing a strategy to build an advanced materials industry that could underpin its next phase of industrialisation.The Government is drafting a national strategy for the materials industry through 2030 and with a longer-term vision extending to 2045, seeking to shift the country's competitive advantage from abundant natural resources to technological capability and high-value manufacturing.Experts say the strategy represents a broader change in industrial policy, as advanced materials are viewed not just as industrial inputs, but as strategic assets that determine competitiveness in sectors ranging from semiconductors and artificial intelligence (AI) to renewable energy, the defence industry and biotechnology."Competition is no longer confined to finished products. It increasingly revolves around raw materials, deep-processing technologies, standards, data and supply chains," said Đỗ Nam Bình, head of the Minerals and Metallurgy Division at the Industry Agency under the Ministry of Industry and Trade (MoIT)."The level of materials industry development directly reflects a country's level of industrialisation, scientific and technological capacity, and ability to achieve self-reliance," he said."Industries such as semiconductors, AI, batteries and energy storage, offshore wind power, electric vehicles, the defence industry, biomedicine and pharmaceuticals are all heavily dependent on advanced materials," Bình said.“Against a backdrop of growing global geopolitical uncertainty, mastering strategic materials has become critical for Việt Nam to strengthen national power, safeguard economic independence and create momentum for a breakthrough in the digital era,” he said.For Việt Nam, the challenge is not a lack of resources. Processing the timber into plywood and making use of by-products can generate more than VNĐ20 million, Thắng said, highlighting the importance of deep processing to retain more value-added production in Việt Nam.Exporters agreed that policies needed to be improved together with closer links between the Government, businesses and forest growers to provide sustainable raw-material supplies and reduce reliance on unstable short-term sources.Việt Nam's wood and wood product exports totalled more than $17 billion in 2025, making the country the world's fifth-largest, Asia's second largest and Southeast Asia's largest wood exporter.
