This is particularly relevant for Hà Nội, HCM City and other major urban centres with large stocks of ageing residential buildings. Developers with expertise in urban regeneration and large-scale redevelopment may be among the key beneficiaries of this policy direction.Resolution 21 seeks to establish a clearer framework linking condominium ownership, building lifespan and redevelopment rights, providing a more certain legal basis for the redevelopment and reconstruction of ageing apartment buildings while promoting more efficient urban land use.The most immediate impact could be the unlocking of large-scale urban redevelopment opportunities, particularly in Hà Nội and HCM City, where fragmented ownership and complex approval processes have long hindered the reconstruction of older apartment blocks. Developers with urban renewal expertise are likely to benefit significantly.The reform may lead to more differentiated condominium pricing. While location will remain a primary driver of value, buyers and investors are likely to place greater emphasis on building fundamentals, including construction quality, maintenance track record, property management capability, remaining useful life and redevelopment prospects.Consequently, the valuation gap between well-maintained and poorly maintained projects may widen over time. Newer developments may command premiums for their longevity and certainty, while older projects will increasingly be evaluated based on both their physical condition and redevelopment potential.For older projects in prime urban locations, redevelopment potential may become a major source of value and, in some cases, outweigh the depreciation of the existing structure. However, there are still shortcomings in terms of planning, land prices, land finance and the handling of pending projects.Therefore, Resolution 21 is not only a continuation but also an adjustment towards enhancing the quality of market operations. While Resolution 18 focused on institutional improvements, Resolution 21 emphasises modern, transparent and effective governance in allocating land resources.Once institutionalised, these orientations can make the market more transparent, reduce reliance on incomplete information and enhance the role of data in valuation and investment.I believe that Resolution 21 will create three notable changes.First, Resolution 21 promotes a shift from administrative management to modern governance, based on digital data, digital transformation and the application of technology. At the same time, it establishes a land information system connected to population data, taxes, planning and real estate data. This helps reduce information asymmetry, which is one of the causes of market distortions.Second, the role of the State in determining land prices is clarified through regulation, control and decision-making based on data, scientific methods, transparency and openness. When land prices more accurately reflect market data, businesses' pricing and investment decisions will change significantly.Third, Resolution 21 emphasises the use of financial tools and taxes to curb speculation, hoarding and land abandonment while promoting a transparent and sustainable real estate market. This can create a more selective market where entities with real capacity and efficient land use will have an advantage.In terms of capital flows, this could have a notable long-term impact.Previously, a portion of real estate capital relied more on expectations of land price appreciation rather than actual operational efficiency. This resulted in land being held for the long term without generating corresponding economic value.Resolution 21 aims to address speculation, hoarding and land abandonment while also increasing the cost of inefficient land use. When implemented cohesively, capital flows could gradually shift towards assets that generate stable cash flows, such as industrial real estate, rental housing and commercially efficient land use projects.However, this is a long-term trend that depends on the institutionalisation of policies as well as conditions in capital, credit and taxation markets. Liquidity also failed to improve alongside the benchmark, with trading value reaching VNĐ16.74 trillion (US$601 million).Vingroup (VIC) was by far the biggest contributor to the market's advance. The stock approached its ceiling price during afternoon trading before easing slightly to close 4.74 per cent higher at VNĐ256,100 per share.These stocks alone contributed more than 19 points to the VN-Index's gain.Other names in the Vingroup ecosystem also provided support. Vinhomes (VHM) advanced 2.5 per cent, while Vinpearl (VPL) and Vincom Retail (VRE) posted smaller gains. The Tứ&nbsp;Liên and Trần Hưng Đạo&nbsp;projects still require demolition of some structures and relocation of technical infrastructure, while the Thượng Cát project needs an additional 1.1ha of land clearance following project adjustments.Investors and contractors have mobilised personnel and equipment and deployed multiple construction teams. It is a key crop of the sector, accounting for about 40 per cent of its total export turnover.In the first eight months, durian export revenue was estimated at $1.95 billion, of which exports to China alone fetched $1.85 billion or 95 per cent.According to him, in response to difficulties facing the fruit’s exports, the ministry has sent working delegations led by deputy ministers to work directly with localities, particularly high-output growing areas in the Central Highlands, the southeastern and southwestern regions, and Đồng Nai province, to remove bottlenecks.On July 1, the ministry launched origin tracing through its electronic system.“We met with the trade counsellors of the US and China. They highly appreciated the ministry's implementation of origin tracing for the first time and its efforts to promote Vietnamese agricultural products as reputable brands domestically and internationally,” Diệp said, noting that this is one of the solutions to boost exports and increase the value of durian.The ministry has also worked to address difficulties and obstacles related to the issuance of growing-area codes.“All durian growing areas are now decentralised, allowing ward- and commune-level authorities to issue growing-area and packing-facility codes, making the process more convenient,” he said.Following a meeting between ministry leaders and the Chinese side on August 14, the General Administration of Customs of China granted 567 growing-area codes for Vietnamese durian, bringing the total number to more than 1,800.The Deputy Minister went on to point out several limitations in the durian sector, including rapid growth that has not yet been matched by the organisation of value chains. In addition, technical and market requirements are becoming increasingly stringent.He also highlighted challenges from international competition, noting that countries such as Malaysia and Thailand have introduced policies to promote durian exports to China.Regarding measures to be implemented, the ministry will step up trade promotion and diversify export markets, including continuing negotiations to expand access and increase share in promising markets such as India, Australia and New Zealand.In July, India agreed to allow Việt Nam to export durian to its market. But in reality, the State and businesses, including our company, want to participate in the carbon market because we want to promote green products and enable them to enter the international trading system and eventually be traded globally.If we want to participate in the carbon market or achieve carbon neutrality, the most important thing is to reduce emissions as much as possible before offsetting what remains. Businesses therefore need to make emission reduction a priority across every factory, plant and operation.When it comes to offsetting, we need to measure carefully and work with reputable organisations to avoid counting the same emission reduction more than once. Reducing emissions within our own operations does not automatically create tradable carbon credits.If a company reduces its emissions from 100 tonnes to 10 tonnes, for example, it only needs to offset the remaining 10 tonnes. The 90 tonnes already reduced are internal emission reductions, not credits that can be traded or counted again.So, businesses should first reduce emissions and costs to the lowest possible level, then offset what remains. The carbon credits used for this purpose should represent genuine carbon removal, such as through afforestation or technologies that capture CO2 from the air and store it underground.As for the legal framework, ultimately, it needs to be based on international rules and be compatible with them. Only then can Việt Nam’s carbon market connect with international markets. We now have a relatively clear framework in place, but having clear rules is one thing; implementing them is another, and this remains very challenging.The first challenge is measurement and verification – accurately determining how much carbon is emitted and having an independent third party verify it. This requires businesses to engage independent organisations and bear the associated costs. At the same time, reducing emissions often requires investment in new technologies, machinery and production lines, which creates another financial burden.That is why access to capital, particularly international green finance, would be very helpful for Vietnamese businesses. Today, the picture is very different and the market is becoming increasingly complete.First, we now have relatively comprehensive rules of the game, covering the domestic carbon exchange, international carbon credit transfers and forest carbon credits. The State has put in place most of the legal framework for the market to operate transparently and under control.Second, we now have the tools to put the framework into practice. At the end of June, the carbon exchange began operating at the Hà Nội Stock Exchange and recorded its first transaction. Emission allowances, previously figures on paper, have now become tradable assets with real commercial value.Third, the Government has taken a clear approach by focusing initially on major emitting sectors. The pilot phase covers thermal power, steel and cement – three of the highest-emitting industries.Fourth, Việt Nam has stepped into the international market. A carbon credit cooperation agreement with Singapore under Article 6 of the Paris Agreement shows that Vietnamese carbon credits are gaining international recognition and can be transferred overseas.Looking ahead, we need to improve measurement, reporting and verification, gradually tighten emission allowances, expand the market beyond the three pilot sectors and strengthen cross-border trading.We believe environmental obligations can become an opportunity to raise capital only when businesses can turn those requirements into an asset that can be measured, verified and used to create economic value.Vietnamese businesses should not look at emission reductions, waste treatment, energy efficiency or forest development simply as costs incurred to meet regulations. If properly prepared, these activities can create environmental value and economic value at the same time, while also improving access to international capital.From VinaCarbon’s investment experience, we normally look at a carbon project from three main perspectives: the quality of the carbon credits; the sustainability of the project; and the measurement, reporting and verification system. Without these, it is very difficult to persuade international investors to put their money into a project.International investors are not simply investing in carbon credits. The list of facilities required to conduct facility-level greenhouse gas inventories covers six sectors: energy, transport, construction, industrial processes, agriculture, forestry and land use, and waste.The largest share falls under the Ministry of Industry and Trade, with just over 1,900 facilities. The construction and transport sectors account for around 460 facilities, while agriculture and environment account for just over 60.The concentration in energy-intensive industries reflects where much of the country's emissions challenge lies. Thermal power, metallurgy, chemicals, fertiliser production, textiles, footwear and fossil-fuel extraction are among the activities covered.The new requirement means businesses must collect activity data, calculate their greenhouse gas emissions using prescribed methodologies and prepare inventory reports.For companies, however, the significance of the requirement extends beyond compliance. Reliable emissions data is becoming a prerequisite for understanding future carbon costs and responding to demands from overseas customers.The change comes as carbon requirements are becoming increasingly linked to international trade.The European Union's Carbon Border Adjustment Mechanism (CBAM) is one of the clearest examples. From 2026, its definitive phase covers products including iron and steel, aluminium, cement, fertilisers, electricity and hydrogen.In April, the European Commission announced a CBAM certificate price of 75.36 euros (US$8,793) for the first quarter of 2026. The mechanism means importers need information about the greenhouse gas emissions embedded in covered products, creating pressure on suppliers to provide reliable data.For Vietnamese businesses, this pressure can extend through the supply chain. A company may not export directly to the EU or fall within the scope of CBAM, but it could supply a manufacturer whose European customers require emissions information. Carbon accounting can therefore become a commercial requirement even for businesses that are not directly regulated.Nguyễn Trung Thực, director of the Institute of Technology and Innovation under the Vietnam Chamber of Commerce and Industry, said the EU, US and Japan were establishing new technical barriers based on the carbon footprint of products."At the same time, sustainability requirements were increasing the demand for transparent emissions information from businesses," he said.For exporters, establishing credible carbon data is therefore becoming part of preparing for international markets. They may also need to improve technology, production processes and supply chain management to meet the requirements of individual markets.Although greenhouse gas inventories create an additional compliance responsibility, the information can also become useful for business management.Knowing where emissions originate allows companies to establish a baseline and identify areas where energy consumption and production processes can be improved. The data will also provide a foundation for participation in Việt Nam's emerging carbon market.Companies that reduce emissions could potentially benefit from carbon credits or emissions allowances, creating an economic incentive to invest in cleaner production.Việt Nam is also working with international partners on a voluntary carbon-label programme that would allow businesses to measure, verify and disclose product-level emissions.The proposed labels could show emissions in kilograms of CO2 equivalent per unit of product, together with information on validity and a QR code linking to supporting data. The pilot is expected to cover sectors including energy, chemicals, paper, textiles, food and beverages and electronics.The carbon label initiative is being developed alongside the pilot phase of the domestic carbon exchange, which is expected to run through 2028.Together, these measures could give businesses greater tools to respond to international demand for environmental information while creating a domestic market for emissions reductions.Businesses must adaptSome major Vietnamese companies have already begun incorporating carbon reduction into their production strategies.Vinamilk has factories and farms that have obtained carbon-neutral certification under the PAS 2060 international standard.Heineken Vietnam has reported that 96 per cent of the energy used in production comes from renewable sources and that emissions across its value chain have fallen by 49 per cent compared with 2018.Nestlé's circular coffee production model has also been cited as reducing more than 14,000 tonnes of CO2 equivalent annually.Such examples suggest that reducing a carbon footprint can involve changes to energy sources, technology, materials, waste management and relationships with suppliers.This is increasingly important as international brands impose their own emissions targets on supply chains. Vietnamese suppliers may therefore face carbon requirements from customers even when they are not among the facilities subject to mandatory inventories.The September 25 deadline marks an important step in Việt Nam's transition from voluntary carbon management towards a more systematic framework. For the listed facilities, greenhouse gas inventories will provide the data needed for regulatory compliance and future emissions management.For exporters, the same data can help meet increasingly demanding requirements from international buyers.The immediate challenge is investment in measurement systems, expertise and verification.
